I'm a bit new to Jyhad...hell, I just bought my first Starter...I
understand everything but voting and things that pertain to that. I
understand combat, intercepts, readying, yaddayaddayadda. But I don't
get the voting thing.
Help me out please.

Best advice for for a newbie -- you can get boxes of boosters for $5,
so you don't really want to buy individual starters.

Ok.. it goes something like this:
Vampire A takes an action to call a vote, say Kine Resources
Contested.
Stealth and intercept are played, etc. etc. etc.
The action is unblocked and thus successful.
Now we're in a vote.
The acting Methuselah declares whatever parameters of the vote need to
be determined (for KRC, he decides who would take the pool loss).
Now each minion with votes has the opportunity to cast them in favor
of or against the vote. Keep a running total for both sides.
Methuselahs may also get votes (for example, the acting methuselah got
one just because he used a political action card to call the vote.
Also, you can discard political actions to gain more votes).
These can also be cast for or against the vote.
If the vote ever goes 15 seconds without anyone casting new votes,
it's over (or if everyone says they're done). If there were more
votes in favor than against, the effects of the vote occur (for KRC,
people lose some pool). If the opposing votes tied or were greater,
then nothing happens. The vote failed.

Well, first of all welcome to the dark, matey. You just made one of the
best decisions of your life!
In story-telling terms voting represents the machinations of vampire
society ... subtle manipulation of the fabric of which is the
stock-in-trade of the Ancient ones.
In game terms, voting is an action, and it's done by a vampire tapping and
playing a POLITICAL action card. These have a little symbol which is meant
to look like the White House in the top left corner. One card [Disputed
Territory] from the original set has an erroneous double-arrow action
symbol instead. All voting cards say "worth one vote" or something like
that. Votes are at +1 stealth.
Some votes are restricted to particular ranks, clans or sects [meaning
that only appropriately-qualified vampirs can call them], and in others
[Justicar votes, mainly] particular clan members get extra votes.
When a vampire calls a vote you DO NOT Have to state the terms of the vote
until the action is successful. This means for example that you can call a
Kine Resources Contested or Conservative Agitation WITHOUT telling your
fellow players whom you intend to hurt. This can make for some fun
negotiation. Or, you can pre-empt intercepts by telling them what you
intend to do. Course, you could be lying .... hehehe .....
Once you have successfully played a vote action you redraw the card and
state the terms of the vote. Now everyone gets to vote. Primogens have one
vote each, Princes two, and Justicars 3 .... Inner Circle Members [from
Dark Sovereigns] have 4. Sabbat vampires have 1, 2 and 3-vote chaps too,
and an additional bloc of votes [3] is governed by the Prisci ... these
guys have a conclave meeting before the main vote to decide how, or if,
they will use the Priscus vote. Other cards like Legendary vampire,
ventrue HQ and so on give even more additional votes.
Once a vampire has cast a vote it cannot be changed ... except that an
abstention can be changed to a vote for or against.
Also during voting, Methuselahs can play political cards from their hands
as extra votes. When played in this way you ignore any restrictions on
playing the card ... all that matters is that each one counts as one vote.
You DO NOT redraw these cards until the vote is over, and the same goes
for any action modifiers or reactions played by any vampire. In tournament
play the "no-vote-pushing" rule means that each Methuselah can only play
ONE voting card inthis way.
Finally, the effect of the vote takes place.
There is another kind of vote that may occur. If a vampire is diablarised
any Methuselah may call a Blood-hunt [wild-hunt if a Sabbat vamp is the
victim]. In this vote the issue is whether the diablarizing vampire is
burned or not. Titled vampires contribute their votes and locations etc
may be used; also, voting cards may be played from hand by any Methuselah;
but because it is not a political ACTION, no-one can play action modifiers
or reaction cards.

Voting occurs as the result of a political action.
To take such an action, your vampire taps and announces the vote that
he is calling (Kine Reources Contested, burn the Elysium, etc.)
That action is at +1 stealth, and is undirected (so only your Prey
and Predator get an opportunity to block).
If the action remains unblocked, then you go tothe voting process
(referred to by me as the referendum). Up til this point, any cards
that have been played are replaced immediately as normal. During the
referendum,
no cards are replaced
Now, you set any terms of the vote (distribute 4 points in the case
of Kine Resources Contested, no new terms in the case of "burn the
Elysium", for examples).
Then the votes are cast. This is a free-for-all period. Methuselahs
announce their votes (and their minion's votes) in any order, and
at any rate they desire. A Methuselah may cast a few votes now and
a few more later - some for and some against.
You (as the caller of the vote) keep a running tally of the number
of votes for and against.
Eventually, as the players stop casting votes, someone (you) will
note that the voting seems to be done and announces that the
referendum will be closed if no more votes are to be had. If no
new votes are cast (in 15 seconds, if you absolutely need a time
limit), then the referendum is closed.
If there are more votes for than against, then the referendum passes,
and the effects of the vote happen. If not (including ties), then
the referendum fails and nothing happens.
Either way, all of the cards burned during the referendum are now
replaced. (Unless you're playing with the DCI tournament rules, but
I won't go into that here.)
That's it.
You (and other methuselahs) can get votes from:
Political Action cards (including the one played to call the vote, if any).
Titled vampires (as described in the rules).
Or by burning the Edge.

Voting works like this.
Acting players vampire A calls a vote. This is usually done by playing a
Political Action card. Then other players can attempt to block. If the
action
is successful, the acting player names the terms of the vote if
necessary
(see Kine Resources Contested for example). Then vampires may cast
the votes they have (for example Sir Walter Nash is a Ventrue prince and
has 2 votes). Also metuselahs may cast votes by playing vote cards from
their hands (other Political Action cards). Various reaction and action
modifier cards will give individual vampires more or less votes. Also, a
methuselah can burn the edge for a vote. The vote passes if the aye
votes outnumber the nay votes.
Complications:
1) A wild or blood hunt is a special vote. It is not called by a
vampire,
but is rather called by a methuselah. Since there is no acting vampire,
reactions and action modifiers can not be played. This also means that
you can call a hunt even if you do not have any vampires.
2) As always, certain cards will interfere with the process. Like
Telepathic Misdirection and Delaying Tactics.
Example:
Anson calls a Parity Shift.
Basila plays Cat's Guidance for +1 intercept and blocks.
Anson strikes with superior Majesty.
Delilah calls a Kine Resources Contested.
Noone blocks
Terms are stated as prey loses 3 pool, grand prey loses 1.
Acting Methuselah plays Bribes.
The acting Methuselah gets +1 vote for the KRC card played.
Anson casts 2 votes in favor.
the preys methelah burns the edge for 1 vote against.
Gitane votes 1 against.
The grand-prey burns a Praxis Siezure - Miami for +1 vote
and cannot replace the card.
vote stands 3-3 and is failing.
Acting methuselah adds another vote by playing another KRC
and cannot replace the card.
vote is passing 4-3
someone else plays Dread Gaze to give their vampire 4 extra
votes and votes against.
Delilah plays Bewitching Oration for 2 more votes.
Vote is still failing 6-7.
After some table talk and persuading, the acting methuselah
convinces another metuselah to support the vote and
Rake votes for. Passing 8-7.
But the prey plays a Delaying Tactics and the vote is cancelled.
If the vote had passed, the terms would have been carried out
and those voting for would have gained 1 pool due to Bribes.
