My acting vampire plays Shroud of Absence superior, gets blocked. My
vampire ends combat with the option provided by Shroud of Absence. The
opposing vampire plays superior Psyche!.
Can my acting vampire end combat as a strike using Shroud of Absence's
cardtext in the first round of the combat resulting of Psyche! ?

My guess is that the designer intent means to provide the "end combat" only
during the resulting combat. Kinda same case as for Eyes of the Night
(online text reflects this). It's just flat impossible for most people to
wonder about it, because you need to rob banks or ransom people, else you're
not rich enough to get hold of those Shrouds of Absence.

Correct. Giving the minion the ability to strike: combat ends in the first round
of every subsequent combat after getting blocked would be a bit overpowered,
even for Dom-Obt.
