Yes, any player (not just the controller of the opposing minion) can
play Rötschreck when a minion attempts to inflict aggravated damage
on an opposing minion in combat. It does not matter if the opposing
vampire will/could prevent the damage or treat the damage a certain
way or ignore (be immune to) the damage.
The Methuselah whose turn it is cannot play Rötschreck, since it is
an out-of-turn master, though.
