LSJ - rescuing another player's vampire from torpor

IANALSJ, but... My guess is that you can't force another player to spend blood off of *their* vampire...so if they choose not to, the action to rescue the vampire would be successful, but the vampire would not actually be returned to the active region. The player whose minion is attempting the rescue decides how the blood cost is distributed between the two involved vampires. I can’t find an exact statement to this extent in the rules, but normally it’s the acting player who sets the terms for his action. How the cost will be paid is declared when the action is announced. You (the acting vampire's controller) can specify that the rescued vampire can pay some or all of the cost to be rescued, provided he has enough blood to do so.
