I think it would be all three resolving at the same time.

I think the card is very clear:
"Both combatants and their retainers suffer 1 damage before range is
determined each round, including the first. This damage cannot be
prevented."
You must "suffer" the damage BEFORE range is determined. So yes, I would
say that you immediately get smacked before the round begins.

You wouldn't really be suffering anything "before range is determined" in

Yes. There is no "damage resolution" phase - there's a "strike resolution"
phase. Since Weather COntrol isn't a strike, it doesn't have to wait for
that phase.
(Unlike the Wolves which deal their non-strike damage during their
controller's strike resolution).

Weather Control doesn't deal damage as it is played - it sets up an
effect which will occur "before range is determined". So, there's
plenty of time to play a few more Weather Controls "at the begining of
Combat" before the damage is inflicted.

Assuming the other vampire could not somehow negate the aggravated damage
(which is very difficult) the play of the first WC would send it to torpor
and terminate the combat. You'd never get to play the second.

Damage resolution is for resolving damage from strikes. Other damage need
not wait for damage resolution. There isn't an extra damage resolution
phase, the vampire just takes the damage.
