I can't think why i've not thought of this before but this would work,

vampire. Whipping a Sengir dagger from his straitjacket he flourishes it
at you. You manouever to long, but alas for you, i flop down Rotschreck
and you bugger off to torpor, but not for long because my most expendable
vampire diablarises him when my turn starts.
Shaking in her FMBs, my prey ends her turn. Before my grandprey can start,
one of my Mad Malkavians calls a banishment on my prey's only blocker. She
smirks inwardly since i don't have any votes on the table but, o
nastiness! my action modifier is bribes and each of my other vampires
plays a Surprise Influence for more votes than she can counter ......

Sorry Leggy, I vote that this can't work. :)
You see, Rotschreck is a M:OoT, yes? So, it can only be played when it
is not your turn.
Since your minion is taking an action (even though it is through the
Madness Network), it is thus an Acting Minion, and your are consequently
the Acting Methuselah. Hence, it is your "turn", for the moment. So,
you couldn't play M:OoT, much like you can't play Reaction cards on
your turn... (unless otherwise noted, like those master cards that
nullify a blood hunt vote).

It does work. M:OOTs cannot be played on your own turn, but Madness Network
allows your Malks to take actions on other players' turns.

Reaction cards do not care whose turn it is [RTR 970630]. M:OoT cards do.
Restriction on Action modifiers: can be played only by the acting minion
(or, for the ones that say they can be played by non-acting minions, by
ready minions controlled by the acting minion's controller).
Restriction on Reactions: can be played by ready, untapped minions controlled
by a player other than the controller of the acting minion.
Restriction on Out-of-Turn Masters: can be played by a Methuselah at any
time except on her own turn.

Sorry, you're wrong. M:OoT's can be played whenever it is not your turn.
Even if your vamp is acting, it is still not your turn, so M:OoT's are fine.
The thing that cannot work is where Legbiter mentioned using a Surprise
Influence during a vote he is calling out of turn. I don't have the rulings
in front of me, but I'm pretty sure of this one. Any methuselah who does
*not* control the acting minion may play reaction cards. If you control the
acting minion, you may not play reactions.

Thanks LSJ for the precisions. I think I have a better grasp of Network
now and those above. :)
If I understand correctly, Network allows Malkavian to act between turns,
regardless of the controller. They act "out of turns". So when playing
cards, they are not (and their controllers) restricted by rules that
restrict "when" they are played (my turn, not my turn, etc.), while they
are still under the rules about "who" his acting (for action mod and
reactions).

Please folks, there is already much traffic here. It would be nice if
people would avoid repeating answers/arguments already given, unless it
is to add to them, or refute them.
I'm not one of them, but some writers/lurkers have limited/costly 'Net
access. Since it is not common to change the subject so it matches the
content of an message (rather than a thread), I guess these poor souls
would appreciate if only message containing new/corrected input were
written (or, at least, if most of them would be like that).
As for myself, I have always a hard time being repeated something I

Unfortunately, due to the nature of Usenet, some articles appear before
others and some might not even appear at all. Most likely, LSJ's answer
didn't appear at the person's site until after he posted his reply to
your message.

Madness Network allows untapped Malkavians to perform actions at the end
of any Methuselah's minion phase. During her minion phase, during her turn,
before her influence phase. Not "between turns".
Each acts "in turn", but in a turn of a Methuselah other than his
controller.
When playing cards, they are restricted by the rules that restrict the
playing of cards, as given above. There are no rules about "when" you
can play an action modifier, in the sense of the term "when" that you
are using. The restriction on action modifiers is strictly based on the
acting minion (and the acting minion's controller), not on time.
Similarly for reaction cards.

Well, I also added that the Surprise Influence could not have been played,
which LSJ's post sort of alluded to, but did not state directly. However,
since I had no way of seeing LSJ's post before I wrote mine, that doesn't
really matter.
