Yes, it is. And it in no way "clearly states" that only untapped
cards may be tapped.
2. Important Terms in the Game
Tapping and Untapping Cards: The concept of tapping and untapping is a
unique feature in Deckmaster games. During the course of play, you tap
cards by turning them 90 degrees. This procedure indicates that the card
has been activated to perform a particular action and cannot be used
again until it is untapped. Untapping a card restores it to its original
position; this indicates that the card is reset and can be tapped again
to take another action at a later time. Your untapped minions may block,
take actions, or play reaction cards.

So according to this by tapping a tapped card I get to turn it
upside down, tap it three times and its ready for action.
A stupid contrived explaination. you cannot tap the tapped.
Perhaps I can used by burned vampires to satisfy the
Antideluvian awakening too?
