The text on 'Army of Rats' says that 'You may only burn 1 pool each
turn with Army of Rats cards.' Does this mean that you only burn 1 pool,
regardless of how much pool you've spent/lost?

It means that even if you have two, three or even more army of rats cards
in play, your prey will only burn 1 pool during each of your untap
phases. Having additional Army of rats in play just makes it more
difficult for your prey to get rid of them.

Not quite--the text refers to stacking Army of Rats. It means that no
matter how many AoR you have in play, your prey burns just 1 pool.

No, this means that if you play more than one Army of Rats card you
don't get to use their effects. Four Army of Rats makes your prey lose
one pool, not four pool.
