Some votes result in a vampire being burned. Can the acting vampire
play Soul Stealing to gain blood after the Referendum if the vote
was succesful?

It's quite strange since another ruling allow a vampire playing kiss of ra
on julius to play soul stealing... Where's the limit ?

Julius cardtext doesn't say that. It says 'If Julius goes into torpor,
burn him.' It might or might not be interpreted as the controller of
Julius doing the actual burning no matter the reason why Julius went
into torpor.
