Mob Connections question (LSG )

My question concerns the master card Mob Connections, while in play can a player tap the card and give a press to a combat that doesn't involve him/her? Players in my group mentioned that the text doesn't specify but I remember a similar ruling concerning another master card (elysium) where it was ruled that a player could not tap the card if they were not part of the combat...
