[LSJ] Lunatic Eruption and Rescue From Torpor

A short question : It is my turn. I control a vampire with Lunatic Eruption and 3 blood on him/her who is in torpor. It is the beginning of my minion phase, mandatory actions must be taken. As the vampire is in torpor he cannot attack a vampire of my prey. Can he rescue himself from torpor or not ? A minion with a mandatory action to perform cannot take any other action. To make it more clear. I have a ready vampire with Lunatic Eruption and my prey has one single vampire and this vampire has a Secure Haven. Is it the same in this case ? Is it a general rule that in case no valid target for a normally mandatory action exists the action is not mandatory ? What about the following situation : I have 2 vampires, 1 with Lunatic Eruption and my prey has a Vampire with Secure Haven. In my minion phase I cannot attack because of the Secure Haven (mandatory actions first) then I destroy the Secure Haven with Arson. Does the Lunatic Vampire attack now ?
