Confused about voting

I was discussing non-politics (ie: 2 player games as played locally) games with a friend, and he mentioned something I wanted to check on. He said that only Camarilla vampires can vote, unless the individual vampire card text says otherwise. I think I've also heard this mentioned elsewhere, but, I can't find it in my copy of the rules (I have about 20 of the little V:TES booklets, and it's not in any of them) under Vampire Politics in the basic rules, or anywhere in the advanced rules. Also, only titled vampires (Primogen/Prince/Justcar/IC Member) get votes for free, based on their position. But, can any vampire with an appropriate action modifer/reaction card (depending on if they're acting or reacting) gain votes by playing it? Or, does the vampire using it have to be titled. I would guess not, as Ventrue would become alot less useful in the voting arena...but...I never seem to guess RIGHT on these things anyway :).
