Pulled Fangs only cares about damage successfully inflicted.
If you successfully inflict more damage than your opponent successfully
inflicts (at close range), then you can play Pulled Fangs (assuming you
aren't going to torpor, etc.)
So, in your example, B can play Pulled Fangs.
