So, for example:
I tap Anson to take the Charming Lobby action. He is unblocked.
(Action resolves - no effect yet)
I tap Anneke to call a vote (say, Kine Resources Contested). Since
Anson's Lobby was taken at Superior Presence, I (the Methuselah, not
Anneke nor Anson) have two extra votes to cast during this referendum.
The political action is unblocked, and I cast all my votes for it:
2 (Anson) + 3 (Anneke) + 1 (PA) + 2 (Lobby) = 8.
It eventually passes.
I then tap Aggripina to call a final vote (Nosferatu Justicar, say).
It is unblocked, and aggripina names herself the new Justicar of the
Nosferatu.

That's an example of how it works when everything works in your favor.
The Design team has not said (even though I've asked) what happens when:
1. All of your initial Political Actions are blocked (since Lobby says
"(you) call a vote..." does the effect transfer to the next Methuselah?
Does it hang around until your next turn? Does it fizzle?
2. All of your secondary Political Actions are blocked (since Lobby does
*not* restrict the automatic success to your own votes - like Cryptic
Rider does). How long does the effect last now? One initial answer from
the Design Team to a general Lobby question included the idea that the
second vote had to be called on the same turn - the DT had confused the
Lobby with the Rider - Situation Normal :-).
3. The DT's current answer restricts the votes called to Political Actions,
even though the Lobby text makes no such restriction. Bloodhunt votes
should be able to take the place of either the initial or the secondary
votes - not being restricted to only Political Actions (i.e., votes called
by your vampires).
Since WotC has once again abondoned this group, I expect no new clarification
on any of these points. (nor the other five or so unanswered queries from
myself and others). Welcome to the cold, lonely world of Jyhad :-).
