Can the controller of Jacob the Glitch play a Sudden Reversal to cancel the mastercard discarded as a master phase action? And can Babble be played by an untapped vampire in torpor to give someone else intercept?

I'm extremely confident the answer is no, because vampires can't play reaction cards while in torpor (unless the card says otherwise.) Ira
