group plays. The tapping of the vampire is a result of the vote, not a
cost of the vote. Therefore, if a vampire is tapped, it can vote with no
consequences. The kicker is that if your vampires are untapped, you risk
a weakened defense if you vote.

This is a tough question, because the normal level implies tapped vampires
CAN vote, and the superior that they CAN'T. The DTR has said that it's
the first interpretation; tapped vampires can vote without penalty.

tapped vampires CAN vote. if you want to vote you'll be tapped- if you're
tapped, you stay tapped.
