There is nothing in the defition of a hand strike that precludes a dodge.
1) Is Stutter-Step non-ranged? Yes.
2) Is Stutter-Step a weapon-based strike? No.
3) Does Stutter-Step inflict damage based on the striking minion's
strength? Yes.
Therefore Stutter-Step is a hand strike and, barring errata to the
contrary, would be playable under Immortal Grapple.
