Cloak - Tapped use or no?

Looking at Scott Johnson's RT rulings, I saw this: Cloak the Gathering: Its superior ability can be used to aid another minion even while the modifying vampire is tapped. Multiple vampires can use its superior version during a single action. Is this very very very official? I always believed that superior Cloak could not be used if the using minion was tapped. This is why I'm asking: I'm in sort of an argument right now, and I need to know. Furthermore, the other guy won't believe me unless I can point to a *printed* source (ie, Duelist) because he doesn't trust 'net sources. So. Does anyone have any info on this ruling, and in which Duelist it was published? Judy -- "All roads lead to Montgomery County.
