No. They aren't covered by NRA, as they aren't actions, but they are covered
by the rules on action modifiers and reaction cards--you may only play one
of each particular action modifier or reaction per action--.i.e. only one
Lost In Crowds per action; only 1 Enhanced Senses per re-action.
Combat cards, however, are not so restricted, but are restricted by other
rules--you can't use a manuver to cancel your own manuver, you can't press
to cancel your own press, you can't prevent damage that isn't there, and you
can only use 1 card per round to generate an additional strike. You can,
however, stack multiple (non strike) combat cards as appropriate--you can
play, say, 5 Increased Strength for +10 damage on any potence strike you
make, and then Throw a Gate for 12 damage; you can use 3 different
Unflinching Persistience to prevent 3 damage; you can play 4 Torn Signpost
in a single round of combat (although it still won't do anything other than
give you 3 hand damage).
