It is useful for you to quote some of the preceding text when asking

About action-modifiers and reactions. Under 1.6.3 Minion Cards, you
find:
"A minion cannot play the same action modifier more than once
during a single action."
and
"A minion cannot play the same reaction card more than once
during a single action. "
So, you can never play more than one of them during the same action with
the same minion. That Direct Intervention cancels the effects doesn't
stop them being played, so you can't play another.
With an action, the minion can just go again for another action.
If you're playing with the tournament rule of "No Repeat Actions" that
only works on actions which *resolve*. Since the action didn't get that
far (because it was cancelled by Direct Intervention), that doesn't
apply.
