Camarilla vampire attempts to bleed. Reacting vampire declines to
block and then plays Banner of Neutrality. Before the bleed resolves,
neither-Sabbat-nor-Camarilla vampires cannot play Mask of 1000 Faces,
can they ?
Camarilla vampire attempts an action. A Giovanni attempts to block and
plays Venetian conference to gain intercept. Can a non-Camarilla
vampire mask the action ?
I guess the answers are "no" and "no" but M1KF being involved I
thought I'd rather check :)

Per the rulings page:
"Mask cannot be used to mask an action if the Masking vampire is not
capable of taking that action, nor if any action modifiers, reactions,
or other effects (including inherent stealth) have been played on this
action that could not have been played/used if the Masking vampire
were the acting minion."
So your suppositions are correct, and Mask could not be played in
either of those cases (since a reaction has been played that could not
have been played had the vampire wanting to play Mask was acting.)
