[LSJ] Changeling Skin Mask Q?

If a vampire has a Changeling Skin Mask (which gives the possessor OBF), can you play an Obfuscate discipline card on that vampire if they don't have inherrent (non Mask enhanced) OBF already? I.e. if Dimple (with obf) has the Mask, can I play an Obfuscate master on him anyways?
