Elder Library/Lasombra rulings official?

I'm a little confused. Is the Elder Library program considered official? If so when will all these new rulings and cards be put out in the next version? Is the Lasombra site and the ruling info on it official? If so why isn't there a link to it from the WW VTES site? T

The program is a fan-made program, as listed on the web site. Since there are many cards reprinted ect that could be considered errata, and I have limited time, send my the cards you would like to see on this list and I will work to get the list completed and posted asap.
