Special ability

1)I read that the vamp special ability can be used even if the vamp is in torpor: is it true? Can Mariel tap herself from torpor to end any combat that doesn't involve her (and so on)? 2) I can't find the answer to this too: is it true that I can burn the Masquer to give to one of my vamp a permanent +1 intercept, or is it just for 1 action?
