FoMist vs. Fast Reaction?

I'm not sure if I asked this one a while ago or not, but either way I don't remember the answer. If a vampire ends combat with Form of Mist, can the blocking vamp's Methuselah have another vampire play Fast Reaction? This includes Psyche (superior), Fast Reaction, and Hidden Lurker.
