Say Muse attempts to bleed, and Smudge attempts to block. Then Muse
plays Missing Voice, giving Smudge -1 intercept. Smudge then gains an
intercept from KRCG News Radio. At this point, can Angela Preston,
who has MEL, play Siren's Lure to cause Smudge's block to fail? I
think the answer is no, because Siren's Lure must be played as soon as
a block attempt is declared.

I would say the answer is yes as Smudge is still attempting to block.
There is nothing in Siren's Lure that says that it must be played as
soon as a block attempt is played. It only says that it must be played
when a minion attempts to block.
If LSJ contradicts this one then I know more then one player who plays
Elder Impersonation incorrectly as many play a stealth card first (say
Lost in Crowds) and then Elder Impersonation in order for the blocking
player to have spent one or more intercept cards on the vampire who
then cannot block anymore.
