Simple Deflection question - LSJ

Hello LSJ, I've searched the group for this before, found several answers, but was unable to find the one with your confirmation on the ruling. Hence the following question, simply to avoid further disputes. Meth A bleeds Meth B (me) with vampire X Meth B declines to block, waiting for a bleed modifier Meth A declines to play a bleed modifier Meth B decides to play Deflection anyway (bouncing the bleed for 1 to his prey) At this point Meth A states that Meth B cannot play Deflection, since Meth A hasn't played any action modifiers after Meth B declined to block, and therefore Meth B does not get the opportunity to react anymore (stating that in this case Meth B can only react after Meth A plays an action mod.). Meth B says this is not correct and states that reactions such as bounce / bleed reduction can be played at any time until the action resolves (i.e. until Meth B actually loses pool). Is that correct? Many thanks in advance

"declining to play a bleed modifier" is the equivalent of Meth A saying "I pass; no further effects", which allows Meth B (or C or D or E) the opportunity to play one effect (such as Deflection), which then gives the impulse back to Meth A.

After you decline to block the impulse to play something goes to the acting player, if they don't play anything, then it goes back to the reacting one, then if they don't play anything either then it resolves, but if they play something, like deflection, then the impulse goes back to acting instead.

(decline to block, then bounce) after a card is played that makes the action unblockable. (decline to block, then bounce) after a declaration that you will not block. (always required) after someone else bounces the bleed to you. (decline to block, then bounce)

Well that might be the latest card text which I didnt bother reading, because my CE edition Deflection says [dom] Only usable when you are being bled. Tap this reacting vampire.
