XTC laced blood and NRA

quick question (I couldn't find it in a hurried search). If a vamp has an XTC laced blood on him, hunts and freak drives - can he take a normal action, or is he forced to hunt again? I'm not sure how the NRA works in relation to the card which doesn't have an actual action on it, just states a default action that already exists which now becomes mandatory for him. I see it like a guy on 0 blood, who hunts for 1, freak drives and has to hunt again. But I could be wrong.. (it's happened more than a few times). Cheers --> J
