Er, ahem.. what's NRA?

You can tell I never play at tournaments (outside of a couple of minis at roleplaying cons here in Sydney)... I think it's No Repeat Actions, and works by classes of actions, but how precisely does it work? ( I can see why it came about, as I've seen how much pool loss a Legendary Arika can cause in a turn without the rule).
