No. Like any other card, the card text applies when the action resolves, and not before (barring 'do not replace' text, of course). BTW, the "Do Not Replace" is a specific case - inherent stealth (Atonement, e.g.) and general requirements (Monomancy, e.g.) also apply, naturally enough, before the action resolves.
