Sabbat War sealed deck question (LSJ)

Hello all, I have read the VEKN Tournament Rules and have some questions : 1) The Sabbat War expansion release will be the october 31. Can a VEKN sealed deck be done that day ? And when it will be possible to ask for the sanction of the VEKN ? 2) The rule said that the Limited decks must contain a minimum of forty cards and a maximum of ninety cards. How many booster the organiser must give them ? Exemple : The booster contain 20 card (and some vampire…). How many booster i must give to the player ? 4 ? 5 ? 6 ? More ? 3) The stage of deck construction : a) Each player receives an assortment of sealed product. b) Each player then creates a tournament deck that meets the Sealed- Deck size requirements found in the game's V:EKN Floor Rules. c) Players record on a decklist every card they intend to play in their decks. d) It’s time to the real fun, it’s time to play ! It’s ok to do the construction like this ? I would like to not use the Sealed Deck Swap or Trade. It’s ok ? Assuming the cards are ready by then (Steve W. has said that's an optimistic date) how great a promotion would it be to have a nationwide, sealed-deck event for Sabbat War on Halloween.
