I have a question concerning the card named "Temptation of Greater Power".
The card reads:
"Master: Justicar.
Select a vampire. All Methuselashs bid pool for control of the vampire. The
highest bid amount goes to the blood bonk, and the winner takes control of
the vampire. Methuselahs can be credited up to 5 blood on their bids. A
Methuselah must pay 1 pool toward his or her debt at the end of each of his
or her turns until repaid."
Now...
a) What does "Master: Justicar" mean?
b) Does every Methuselah have to pay, though the highest bidder gets the
vamp?

You must control a ready Justicar to play the card.

No. Only the highest bidder pays. (card text)

It is a Master card that you have to have a ready Justicar to play.
