I understand. But there is no limit on any cards, even Majesty.
Some cards are banned (Ante cards, Paralyze cards, and Monocle),
but other than that, there are nor restrictions on deck contruction
(except for card backs).

The limit is on action types (Bleed, Vote, Hunt, etc.). A minion
cannot attempt an action of the same type more than once per turn.

The are no restrictions on anything but attempting actions.
You are free to use Majesty in as many combats per turn as you
like.
