1) Card cost is different thant the cost of some effect.
Chiropteran Marauder's cost to play is 0. The superior allows the
vampire to pay 1 blood to get some effect. That 1 blood is not the
cost of playing the card, however.
2) Blood "paid" is burned, yes. Not all blood burned is burned to
pay some cost, however.

No. You pay the cost of the card in order to play the card.
