If you play an "out-of-turn" master, are you then unable to play another one
until after your next master phase? ie...can you sudden reverse one players
master card, and then when he plays another, sudden reverse that one also...
How exactly does the Anarch Troublemaker work? It says to either tap two
vampires or destroy a piece of equipment...if this is done give the card to
your prey (or something close to that). What is meant by "this"? Does the
card only go to your prey if you destroy equipment, or tap vampires, or either
one? Is the card put into play in one round and then not able to be used until
the next round, or is it played out of your hand and used right away? When can
it be used (master phase only, or any time, or just on your turn)? After it
goes to the next person, do they need to use a master phase action to use it or
can they use it right away?
Thanks in advance.

Rulebook, section 1.6.2: "You may not play a second out-of-turn card against
the same master phase[...]"

As printed.

Card text:
"During your untap phase, you may tap up to two vampires your prey controls or
burn a piece of equipment belonging to a minion your prey controls. If this is
done, your prey takes control of the Troublemaker. Burn Troublemaker if his or
her controller is ousted from the game."
'This' refers to 'you may tap up to two vampires your prey controls or
burn a piece of equipment belonging to a minion your prey controls.'

In other words : during your master phase, you use a master phase action to
put this card in play. One cthe card is in play, you can wait until any of
your next untap phase to tap it. When you tap Anarch Troublemaker, you
choose one of the following : destroy one of your prey's equipment, or else
tap up to two of his vampires (it doesn't affect ally by the way). Once this
is done, you lose control of the Anarch Troublemaker. Give it to your prey,
which can use it against his own prey later. The Anarch Troublemaker staysin
play until the end of the game, except if the guy with the Anarch
Troublemaker is ousted.
I hope this is clear now.

Can you play a second OOT master if Synesios uses his ability, and you gain an
extra Master Phase [the only way to gain one outside of the Master Phase
itself as far as I can tell]? Can you use Synesios's ability more than once
per turn?

No. See card text for the actual ability in question.

Moot, since you cannot meet the requirements more than once between your
master phases.

But, unlike some years ago, I can play sudden reversal on player B's
turn, square away the debt in my master phase and then in my minion
phase play Gangrel Conspiracy, right?
Actually, [LSJ 19990114 - "Re: Out of turn Master Cards (was: [Deck]
Obf/Cel guns with Tiberius)"] confirms that I've got this one right, I
hope.
(Previously, you couldn't play them until the end of your next turn.)
