(LSJ) Q:Tend the Flock / Secure Haven

Hi, When playing Tend the Flock and the chosen Baali has a Secure Haven, will this cause the Methuselah to burn an additional pool? I expect it does as Tend the Flock needs to target the Baali per card text. Does Blind Spot also burn a pool? (if the Methuselah playing the card chooses a minion they control with Secure Haven) Tend the Flock Type: Master Requires: Baali Master. Choose a ready, untapped, infernal Baali you control. Move 3 pool from the bank to a younger infernal vampire in your uncontrolled region. Secure Haven Type: Master Cost: 1 pool Master: unique location. Haven. Put this card on a minion you control. This minion cannot be the target of other Methuselahs' actions. Any Methuselah burns an additional pool when playing master cards on (or that target) this minion. Burn this card if this minion enters torpor. A minion may have only one haven. thanks Nick M

You choose a minion you control, but you do not play it on ar at that minion. So not sure where you get the additional pool cost from. Same would hold for Blind Spot

[ quoted text not captured ] Rack doesn't say "target a vampire", it says "chose a vampire". Same goes for Tend the Flock. And the Rack's cost is increased when you chose the Secure Haven'd vampire. So I assume Tend the Flock's cost is similarly increased when played chosing the Secure Haven'd vampire.
