Diablerie Questions

Two questions about Diablerie: Under the description for the "Leave Torpor" action, it says that a successfully Blocking vampire has the "opportunity to commit Diablerie". Is this Diablerie another blockable action? Or is it automatic, as a result of blocking? I would think it is the latter, as there's no other way for a minion to normally take an action out-of-turn. Secondly, under "Leave Torpor" it explicitly states that if you fail, you don't pay the two blood. But how about Rescue? If you are trying to Rescue a vampire from torpor and are blocked, do you pay the blood or not?
