No. combat does not tap. Acting taps, blocking taps. Nothing else taps
unless a card says so explicitly.

The Action taken with Vast Wealth can be blocked (it has +1 stealth, though)

Torpor'ed Vampires cannot enter combat. Ever.
Section 12.3.1 (pg.23): "If this action is blocked, there is no combat, and
the blocking vampire is given the opportunity to destroy the vampire"
