This come up during the tournament. Votes are just like any other action, correct [new rule book p41, section 18.3 - cf p39, section 18.1]? IE blockable by Prey or Predator but NO-ONE ELSE [short of an Anneke or Eagles' Sight]? It's just that the other group have got it into their heads that ANYONE can block a political action. I had to accept it because I didn't have a rule book handy and had to do a LOT of demeaning grovelling to get my grand-predator/prey to vote with me.
