Action Modifier/Reaction problem

Alan Flesch

This came up at our last game... I am playing a Toreador/Malkavian Bleed Bouncer. My predator is playing a Ventrue Fame/Day Operation/Bleed Modifier deck. My predator declares his bleed; I decline to block. He plays a Bleed modifier (Conditioning, I think). I play a Deflection. His argument at this point was that, with me declining to block, he had played his modifier, and that that indicated a 'successful action'. My argument was that if he was allowed to play action modifiers I was allowed to play reaction cards, but not to retroactively block. Could we get a clear ruling here? I would also appreciate something official that I could print out and bring to him (I am the only net-enabled player at this game, so I need to bring printouts of rulings with me.) If there is a site with this already covered, that would be excellent. On the side, could I also have confirmed that Wolf Claws/Claws of the Dead may be played after strikes have been determined. The Duelist Listing is a little vague; he interpreted that it must be declared after declaring the strike, I maintained that it may be played after the blocking player has declared his strike, but not during strike resolution. Rather, you wait until strike resolution to see what the exact effect is. In the case of Wolf Claws, the modifier will apply if and only if it has been played before strikes are resolved, but whether it was played before the strike was declared is unimportant. And yet again. So you can wait until you find out if the other player is going to dodge or Majesty out before playing it but not wait until e reveals if he has the damage prevention.
