The vampire can get 6 blood and 2 goes to the pool and the vampire is
full, or, you gain 2 pool from the voter cap and the other 6 goes to
the vampire, with all blood in excess of capacity draining off.
Full is full.

No. The only way to remove a TGB is to take the action listed
on the card. The 2nd Toreador can be burned, banished, Golconda'd,
give away via Succubus Club, or otherwise removed from the game,
and it will have no effect on the TGB or on the 1st Toreador.

Note the part there at the end, Only One can be played in a
game. You may not play it to no effect, because the VTES text
was revised / corrected when it was printed.

Yes, you can use Alexandra's ability during an action, during a
referendum, or at any time during your turn that she is ready.
See Tom Wylie's ruling quoted here:
"Alexandra
Can use her untap ability at any point during the minion phase,
including during a political action. [TOM 19960214]"

Yes.
Her card text does not require her to be ready (not in torpor)
to use her ability. As long as you control Alexandra during
your turn, you may use her ability once.
