Political Actions and Freak Drive

This has probably been asked before, but hasn't ever come up in my playgroup (due to lack of Freak Drives) but may do with the new CE. Is a successful Political Action one in which a vote is called (the action is successful), or one in which the Referendum is also passed, in terms for playing Freak Drive. Freak Drive only ever cares about the action being unblocked.
