Rotschreck banned from tourneys?

Hi Scott, I am preparing to host a V:TES tourney at a game con, and I noticed that Rotschreck is no longer on the banned list. I haven't looked at the banned list for a year (since last years tourney), but I was under the impression it was a banned card. Could you confirm for me one way or the other?
