more anytime after a minion declares an attempt to inflict agg damage
(usually just DURING the choose strike phase).
let's try a corner case example:
vamp A is acting, B is blocking.
A plays Rapid Thought sup, making B choose strike before A does.
B chooses 'hand, agg w/ wolf claws'. B can now play Rotschrek even
before A chooses a strike.

nope, played during choose strike (if you're using a strike to trigger
the effect, which you will be 99.99% of the time), before any strikes
are resolved. First Strike means nothing to the Choose Strike step, it
only has meaning in Resolve Strikes.

UP does not make you wounded. wounding a vampire makes him wounded,
which is what will normally create the opportunity to play UP.
