c) When stike is resolved
I think it should be c) but since I play Gangrel I might be a bit
biased.

C) is official.
Note: listing B) leads me to believe that you may think that the
superior version is *both* manuever and do aggravated hand damage.
This is not the case. You may use one or the other, not both.

You may play the card any time *before* strike resolution,
including after your opponent has delcared her strike. Option c) is
close enough for casual play.
I'm not precisely sure why you'd play it when you maneuver,
though. You might play Claws of the Dead superior for a maneuver, but
that would use up the card. You can't use both superior and normal
versions of a skill card at the same time.

I think the answer has to be no later than a). The card reads "For the
remainder of the round, this vampire's hand damage is aggravated." If
you play the card after the strike has been made, the damage is not
aggravated; only further strikes that round would be aggravated (celerity
would be great on Gangrels).
Compare Wolf Claws to Dragon Breath Rounds; DBR says it's only usable as
damage is being resolved. If this were the intent of Wolf Claws, it should
have been written that way on the card. I think there's a real-life reason
why DBR was written the way it was: the victim of a gunshot doesn't
(mormally) know what kind of ammo was in the gun until after it hits.
However, if someone is about to slash you with wolf claws, you'll have a
chance to see that before the strike takes place.

Thing is, the vampire's hand damage doesn't actually _land_ until the
strike resolution phase; the official ruling by the DT is that it can be
played any time up to that point.

Agreed totally; allowing it to be used _after_ the other player has
already had to choose to dodge or not makes it way to powerful against
anyone without Fortitude, IMHO. Unlike many other good strike cards, this
one will never get 'wasted' by the acting player...

You are correct. You may use Wolf Claws as you choose your strike,
if you wish - but may also play it during strike resolution.
