Weather Control, yet again

Does Weather Control damage, when played by the acting minion, have to be applied in the same sequence of effects as the one the Weather Control card is played in? That is, when the card is played, it sets up an effect "do 1 damage" to be applied later in the prerange step. But can the acting Methuselah pass priority after playing the card but before applying the damage, and then get another set of effects (including the damage application) even if the blocking Meth passes as well? Or is the acting Meth forced to apply the damage before her first passing of priority, because the blocking Meth might not have any effects to play at that time? thanks, Josh (think this came up on the vtes yahoogroup recently too)

Who plays Weather Control is immaterial. Once the pre-range damage effect is set up, it will be handled before leaving the phase. Sorry to belabor this point, but does this mean that the acting Meth, when she regains priority after the Weather Control is played, must apply the damaging effect herself? I would have thought that it should be applied by the blocking Meth since she "controlled" the effect (meaning that the acting Meth would need to eventually pass on playing more effects so that the blocking Meth can again take priority and apply the Weather Control damage). Josh probably a good thing not too many cards work this way
