When we play, we say that a action modifier (like conditioning) may be
played AFTER the prey doesn't block or the block fails. but what about
reactions?

Predator: Conditioning!
Prey: Deflection!
Is this right?
can the prey do this? or can the predator wait about using the action
modifier until they prey doesn't use reactions?
