The Giovanni are the zombie-makers (well, the Giovanni, the Nagaraja, the Harbingers, and the Samedi to a lesser extent) -- and they're zombies, not vampires. To make a zombie, you must first have a corpse. Under Revised rules, vampires leave no corpse when they die -- they dust (the Buffy effect) immediately. Or did you mean why don't the Tzim get their ghouls as crypt cards. The answer? Because they're ghouls, not vampires. The only vampires that were created as slaves to another were the Gargoyles. Zombies are pretty much mindless corpses that are used as servants or for lowly tasks. Ghouls can indeed learn some disciplines (as Roger pointed out we have the Ghouled Street Thug and the Rafastio Ghoul). But just about every ghoul is still considered to be inferior to even the weakest vampire. Ghouls aren't even remotely close to a vampire in power (with very few rare exceptions). Halcyan 2

And it's taken the Tzimisce centuries to develop their lines. The Tzimisce have the Bratovitch, Grimaldi, Obertus, and Zantosa. The Rafastios are actually clanless (just like their no-requirement ally card). And the Tremere actually have a group too, the Ducheski (think they defected from the Tzimisce or something). But in the card game, the Reverents aren't all that. No better than a Raven Spy! =) *** Don't worry, I know that I'm misspelling "revenant" as "reverent."
