No, Flak Jackets (and other permanents, or permanent-style effects
like Flesh of Marble) can be implemented throughout the round.
Damage prevention cards can only be played during strike resolution (for
some reason known only to the Rules Team).

Only if the previous damage had been done during the Press Step as well,
since the press step will not be reached if the vamp goes to torpor during
strike resolution.
