Say my vampire with 3 blood on him takes 3 normal damage and 1 agg
will he 1.) take the agg go to torper, then lose 3 blood. OR
2.) lose three blood go to torper, then take the agg and
not be able to "heal" the agg damage and be desroyed?
Is there a rule that i am not aware of?

this is wrong, if the vamp had 3 blood on him and takes 3 normal damage, he
would goto 0 blood, but he would NOT be put in torpor. The 1 agg damage would
then put him into torpor.

But to answer the question, I do believe that agg. damage is done first, and
that normal damage is then tacked on afterwards, so it really is difficult to
burn a vampire without doing a tremendous amount of agg. damage(2 at least).
I played in a tournament in August and we were told by the WOTC staff that
aggravated damage was dealt AFTER regular, so 3 regular + 1 agg will burn
a vampire with less than 3 blood.

If a vampire takes a mix of aggravated and non- damage, the non- damage is
applied first. However, it always requires 2 aggravated damage to burn
a vampire outright; doing 1 aggravated to an empty vampire doesn't burn it.

On another note: A vampire under the aid of Undead Persistence
(A vampire will not go to torpor for and extra few rounds, playable
only by a vampire about to go to torpor)
takes aggravated damage (2points, say) on the second round of
combat.
Does he only lose 1 blood (the first point simply re-sends him to torpor,
which he ignores)
or
does he take lose 2 blood (having to heal both points, since he was on his
way to torpor anyway)?

Yep, this is in concurrence with the fact that 1 aggravated damage cannot burn
a vamp(even one with undead persistence).

when the damage is taken. Therefore, 2 points of normal damage are
